The Texas State Performance Plan Annual Performance Report (SPP/APR) evaluates the state’s implementation of the Individuals with Disabilities Education Act (IDEA). This report is part of a six-year cycle.

The Texas Education Agency (TEA) is committed to transparency and is pleased to announce the availability of the Federal Fiscal Year (FFY) 2022 Part B State Annual Performance Report (APR) for the 2022-23 school year and the 2024 State Determination for the FFY 2022 APR on the TEA website.

State Annual Performance Report

The APR is submitted annually to the Office of Special Education Programs (OSEP) at the U.S. Department of Education and reports on the State's performance on the State Performance Plan (SPP).

The TEA is required to publish the APR on its website and report it to the public. This requirement is based on federal regulation 34 CFR §300.602(b)(1)(i)(B), the implementing authority 20 U.S.C. §1416(b)(2)(C) and federal guidance from the Office of Special Education Programs (OSEP) QA 23-01.

State Annual Determination

The U.S. Department of Education issued the 2024 Individuals with Disabilities Education Act (IDEA), Part B, Determination for Texas on June 21, 2023, for the FFY 2022 SPP/APR Submission and concluded that Texas “Meets Requirements.” This determination means that Texas is meeting the requirements and purposes of IDEA. The determination letter is available for public viewing on page 100 of the FFY 2022 State Annual Performance Report located on the TEA website.
