High-Enrollment-Growth Adjustments

In accordance with the Texas Education Code, §31.0214, certain districts and charter schools are eligible for adjustments to their instructional materials allotments to accommodate unusual growth in enrollment. Prior to the 2017–18 school year, districts were required to apply for a high-enrollment-growth (HEG) adjustment, but changes to the Texas Administrative Code, Title 19, §66.1309, have eliminated the need for a district application.

The initial allotments, which became available September 1, 2019, for the 2019‒2020 and 2020‒2021 school years were calculated using the fall 2018 PEIMS enrollment data. 

Using the fall 2019 enrollment data, the Texas Education Agency has now identified districts with the highest enrollment growth from fall 2018 to fall 2019. Based on available funding, allotment adjustments will be made for 269 districts and charter schools. 

Adjustments are provided in the amount of $187.09 for each qualifying student. The commissioner’s determination under this process is final and cannot be appealed. 

The list of qualifying districts and the amount of the adjustment for each is available at 2020 HEG Adjustments. The additional funding will be available in EMAT, the electronic instructional materials ordering system, when it opens for the 2020–2021 school year.
