High Enrollment Growth (HEG) Adjustments for 2023–24
In accordance with Texas Education Code, §31.0214, certain school districts and open-enrollment charter schools are eligible for adjustments to their Instructional Materials and Technology Allotments (IMTAs) to accommodate substantial enrollment growth between the 2022–2023 and 2023–2024 school years. HEG adjustments for 2024 were calculated using a comparison of the fall 2022 data to the fall 2023 PEIMS enrollment data.
The Texas Education Agency (TEA) has identified the districts and charter schools with the highest enrollment growth from fall 2022 to fall 2023 and will make adjustments for 270 districts. The adjustments provided $171.84 per eligible student. The commissioner’s determination under this process is final and cannot be appealed, per 19 Texas Administrative Code (TAC), §66.1309(c).
The list of qualifying districts and the amount of the adjustment for each is available on the IMTA page of the TEA website. The additional funding will be loaded into EMAT, the instructional materials ordering system, by May 31, 2024. Since HEG adjustment funds are put towards the district’s and charter school’s IMTA, they are to be utilized in the same manner.
