SUBJECT: High-Enrollment-Growth Instructional Materials Allotment Adjustments

In accordance with the Texas Education Code, §31.0214, certain districts and charter schools are eligible for adjustments to their instructional materials allotments to accommodate rapid growth in enrollment. In previous years, districts were required to apply for a high-enrollment-growth (HEG) adjustment, but recent changes to the Texas Administrative Code, Title 19, §66.1309, have eliminated the need for a district application.

The initial allotments, which became available September 1, 2017, for the 2017‒18 and 2018‒19 school years were calculated using the fall 2016 PEIMS enrollment data.

Using the fall 2017 enrollment data, the Texas Education Agency has now identified districts with the highest enrollment growth from fall 2016 to fall 2017. Based on available funding, allotment adjustments will be made for 340 districts and charter schools. The commissioner’s determination under this process is final and may not be appealed.

The additional funding will be available in EMAT, the electronic instructional materials ordering system, on March 9, 2018.
