The purpose of this communication is to provide information regarding requirements under Texas Education Code (TEC) Chapters 39 and 39A for campuses that received a D or F rating in 2023 state accountability ratings. For more information on the release of 2023 ratings, see the April 17, 2025, To the Administrator Addressed correspondence released by the Division of Performance Reporting.

Targeted Improvement Plan Requirements for a First Unacceptable Rating

Given the delayed release of 2023 academic accountability ratings and to reduce reporting and paperwork requirements for school systems, the Texas Education Agency (TEA or agency) will communicate Targeted Improvement Plan and Local Improvement Plan requirements for campuses that received a first unacceptable rating in 2023 following the preliminary 2025 A-F accountability ratings release in August 2025.

Turnaround Plan Requirements for Multiple Consecutive Unacceptable Ratings

Campuses that received a second consecutive unacceptable rating with the preliminary 2023 A-F accountability ratings are required by state law to develop a campus turnaround plan that is submitted to the agency no later than June 30, 2025, for approval. 

Campuses that received a third or higher consecutive unacceptable rating with the preliminary 2023 A-F accountability ratings are required by state law to implement their previously approved campus turnaround plan and may request a modification to the previously approved plan. 

We will send separate correspondence to school systems impacted by state-law turnaround plan requirements with more information in May. 

Alignment of Federal and State Turnaround Plan Submission Dates

School systems with campuses that fail to meet the criteria to exit the federal Comprehensive Support and Improvement (CSI) identification for multiple years are required to engage in more rigorous interventions and implement a turnaround plan under federal requirements, and these campuses were ordered to submit a campus turnaround plan by April 30, 2025. To better support aligned planning, we are extending the deadline for submission of federally required turnaround plans.  

School systems required to submit a turnaround plan due to failure to exit CSI for multiple years may submit their turnaround plan on the originally communicated April 30th date, or they may submit their federally required turnaround plans by June 30, 2025, regardless of the campus’ 2023 state accountability rating.
