The purpose of this communication is to inform school systems of the availability of preliminary 2023 A–F accountability ratings and of the 2023 A–F appeals timeline. District and campus reports are now available to school system leaders in TEAL (Texas Education Agency Login). 

District and Campus Accountability Preliminary Ratings Available in TEAL 

The 2023 A–F preliminary ratings have now been added to the 2023 Accountability Reports and Data Tables and the 2023 Accountability Data Downloads in TEAL. The 2023 STAAR, Growth, AEA Retest Growth, and EL Student Listings remain available in TEAL. The 2022 What If Data Download also remains available in TEAL. The 2022 What If and 2023 A–F ratings are based on the methodology in the final rule adopting the 2023 Accountability Manual.

District and Campus Accountability Rating Appeals Process and Timeline

The process to challenge a district or campus rating, including a determination of consecutive school years of unacceptable performance ratings, is now open. 19 Texas Administrative Code §97.1002 was adopted in 2025 to provide clarity regarding the timeline for accountability rating appeals. As stated in rule, the dates of the appeals submission window, deadlines, and dates of final rating decisions for the accountability year are to be announced on the date preliminary accountability ratings are published in TEAL. The 2023 appeals timeline below supersedes the timelines referenced in Chapter 8 of the 2023 Accountability Manual. “Chapter 8 - Appealing the Ratings” provides additional guidance for submitting an appeal. 

A complete table reflecting the following dates is also available on the 2023 Accountability Rating System webpage. After appeals decisions are determined, the final 2023 A–F ratings will be released on August 19, 2025.

Districts and charter schools register their intent to appeal using the TEAL Accountability application.
Districts upload their appeal letter and supporting documentation in the TEAL Accountability application, send by mail, or hand-deliver.
Appeals not signed by the district superintendent or chief operating officer of the charter school are denied.

Appeals Deadline
Appeals must be uploaded in the TEAL Accountability Appeals system, postmarked, or hand-delivered by 5 p.m. (CT).
Tue 8/19/2025 Decisions Released
Commissioner’s decisions are provided in the form of response letters to each district and charter school that filed an appeal by the submission deadline. Letters are posted to the TEAL Accountability application.
Tue 8/19/2025 2023 Final Ratings and Count of Consecutive Years of Unacceptable Performance Release
The outcomes of all appeals are reflected in the final ratings and year counts update.
The TEAL and public websites are updated.
Ratings and year counts are subject to change due to the results of an audit, compliance review, or investigation.

 

TXschools.gov to Be Updated to Reflect 2023 Ratings Next Week

2023 A–F accountability reports for districts and campuses and TXschools.gov will be updated on April 24, 2025. Districts may utilize the 2023 Accountability Data Access handout to direct families to the 2023 results. Previously issued resources to support districts in communicating 2023 ratings with stakeholders can also be accessed at the 2023 Accountability Development Materials webpage. 
 
TXschools.gov will also report the 2022 What If overall scale scores and ratings publicly for the first time. The 2022 What If ratings do not replace the final 2022 A–F ratings; instead, they are provided for reference. 

Campuses Identified for School Improvement Interventions Under 2023 State Accountability  

Campuses that receive an overall D or F rating in state accountability must engage in school improvement interventions.  More information on the intervention requirements for campuses with 2023 ratings of D or F will be communicated in a forthcoming To the Administrator Addressed correspondence from the Division of School Improvement.
